CTWR 2022 EPISODE 2 WITH PROF DR YARINA AHMAD

This is how I started CTWR 2022 Episode 2. It is very suitable as with CTWR, our goal is to strike a balance between leisure and informative content.

This episode took place successfully on UiTM's YouTube channel. We have broadcast online from Richiamo Café, Bangunan Canseleri Tuanku Syed Sirajuddin UiTM.

CTWR 2022 Episode 2 was also graced by a musical performance by a lecturer and a student from the College of Creative Arts, namely Mr. Rizal Ezuan Zulkifly Tony and Mr. Ahmad Lukhman Azhar.

This time, I have invited Prof Dr Yarina Ahmad to discuss on “Globalgoals: UiTM At the Forefront in Policy Development”.

Prof Dr Yarina is an expert in policy development and the consolidation of policy papers. She is a Professor and a member of the Faculty of Administrative Science & Policy Studies, Universiti Teknologi MARA (UiTM), and is currently serves as the Head of Policy and Law, Institute for Biodiversity and Sustainable Development (IBSD), Universiti Teknologi MARA (UiTM) Shah Alam.

In this episode, Prof Dr Yarina spoke about policy development, policy papers, how students and staff can participate in policy development and consolidation of policy papers, and how they can continue to develop relevant and up-to-date policies.

Prof Dr Yarina and I also discussed the role of UiTM for the Sustainable Development Goals (SDGs) or better known as The Global Goals, particularly in relation to SDG16 and SDG 17.

I am very pleased that during the COVID-19 pandemic, UiTM members have been involved with the National Disaster Management Agency (NADMA) with respect to policies related to standard operating procedures (SOPs).

According to Prof Dr Yarina, UiTM is currently conducting a research project with the Institute of Public Security of Malaysia (IPSOM). The research project entitled 'Research on Border Security Index' is very much in line with SDG 16 and 17.

In summary, Prof Dr Yarina felt that joint participation and action were needed in policy-making.

In my view, policies are very important in all organizations and very important to all leaders because if an organization and leader are not guided by good policies, then it is difficult to make decisions.

I believe that we need to translate general policies into reasonable and adaptable actions at a particular time and situation.

I also hope that all UiTM staff, especially all UiTM lecturers and students will better understand the function of research and policy work.

At the end of this episode, I received questions from the audience and positive comments saying they were happy with today's topic.

Kandungan Segar, Diskusi Inklusif! Begitulah saya mulakan CTWR 2022 Episod 2. Tepat sekali kata-kata ini kerana CTWR bermatlamat untuk mencapai keseimbangan antara kandungan yang santai tapi penuh dengan pelbagai maklumat.

Episod kali ini berlangsung dengan jayanya secara langsung menerusi saluran YouTube UiTM, bertempat di Richiamo Café, Bangunan Canseleri Tuanku Syed Sirajuddin UiTM.

CTWR 2022 Episod 2 turut diserikan oleh persembahan muzik daripada seorang pensyarah dan seorang pelajar dari Kolej Pengajian Seni Kreatif iaitu Encik Rizal Ezuan Zulkifly Tony dan En Ahmad Lukhman Azhar.

Pada kali ini, saya telah menjemput seorang tamu panelis untuk membincangkan mengenai “Globalgoals: UiTM At the Forefront in Policy Development”, iaitu Prof Dr Yarina Ahmad.

Beliau merupakan seorang Pakar Pembangunan Polisi dan Kertas Polisi. Beliau adalah seorang Professor di Fakulti Sains Pentadbiran & Pengajian Polisi, Universiti Teknologi MARA (UiTM) dan kini sedang bertugas sebagai Ketua Dasar dan Undang-Undang, Institut Biodiversiti dan Pembangunan Lestari (IBSD), Universiti Teknologi MARA (UiTM) Shah Alam.

Dalam episod kali ini, Prof Dr Yarina telah kongsikan mengenai pembangunan polisi, kertas polisi, bagaimana pelajar dan staf boleh terlibat dalam pembangunan polisi dan pemantapan kertas polisi serta apakah cara untuk terus membangunkan polisi yang relevan dan terkini.

Saya dan Prof Yarina juga berbincang mengenai peranan UiTM terhadap Sustainable Development Goals (SDGs) atau lebih dikenali sebagai The Global Goals. Kami telah menyentuh peranan UiTM terhadap SDG16 dan SDG17.

Saya amat gembira kerana warga UiTM telah terlibat dalam polisi-polisi berkaitan kepatuhan terhadap prosedur operasi standard (SOP) semasa pandemik COVID-19 bersama Agensi Pengurusan Bencana Negara (NADMA).

Menurut Prof Dr Yarina juga, UiTM sedang terlibat dengan ‘Kajian Indeks Keselamatan Sempadan Negara’ dibawah Institut Keselamatan Awam Malaysia (IPSOM) yang sangat bertepatan dengan SDG16 dan SDG17.

Secara rumusannya, Prof Dr Yarina berpendapat pembangunan polisi memerlukan penglibatan dan tindakan secara bersama-sama.

Pada hemah saya, polisi adalah amat penting dalam semua organisasi dan amat penting untuk semua pemimpin kerana jika sesuatu organisasi dan pemimpin tidak dipimpin oleh polisi yang baik, maka keputusan sukar untuk dilakukan.

Saya merasakan kita perlu menterjemahkan polisi yang umum kepada tindakan yang berpatutan dan berpadanan dengan skop pada sesuatu masa dan keadaan.

Saya juga berharap semua warga UiTM terutama semua pensyarah dan pelajar UiTM akan lebih faham fungsi sesuatu penyelidikan dan kertas polisi yang dihasilkan.
